everytime we change ruleset and save it, it return to no ruleset again for drivers so we cant see any driver in the availability page.

Thank you for asking your question in our community. This sounds like a bug but I am curious what the audit log shows for this change back. I would take a look at the audit log and see if you can find the change happening. This may give us a clue as to what is causing it to change back.
