My push reports are not being emailed beacuse the user does not have permission to receive the report, but I'm not sure how to fix this.

I've set up individual idling reports by Group that need to be sent to each manager via email on a daily basis. One of the managers has Administrator access and received his with no issue, but the other three who are all Default Users did not receive it. They do not have any Data Access restrictions (their Data Access level is currently "Everything"). Under their user profile, "Receive email reports" is turned on.

 

The audit log states they don't have permission to receive emails, so I'm assuming that means something within their clearance level needs to be updated. I need to be careful about giving them access to things they shouldn't have, but I'm not sure which options I need to toggle on so they can receive these. Does anyone know which toggle(s) allow a user to receive push reports?
