If the RPM is 0 then it'll register as ignition off and the device will go to sleep. If the RPM is higher than 0 then it'll register as ignition on and start tracking idling hours.

If the device is driving then it will change after a very short period of non-communication (something like 10 minutes, I think) but if the device is sleep mode it's a lot longer.

The only way to do this is to use a custom report. You'll need to set the report look at the last hour's worth of data, set it to run as often as possible, and then change the SendReport field in the report template to use a formula that will resolve to True only if there are 3 exceptions or more. This way it'll only send the report if there are 3 exceptions in an hour and ignore it if there aren't 3 exceptions.
