I cannot see how to do this.
I've checked the Beta features in my profile and it is not mentioned
The only options are Create your own or Import existing records, which uses the template.
Is this not available in Australia?

I looked into this and found that the feature is behind a feature flag currently being selectively rolled out. The sentence you shared about it being in beta is a little misleading. If you can share the exact link to where you saw that I will reach out to our content team to update that wording.
If you would like access to this feature you can make a support ticket and ask them to turn on the feature flag for this and should have access.
