An easy way is to create other gruop from a different parent,  I imagine you just want to apply the rule to some kind of model so create a group named "Vehicles" and under this group create models  Publish rule to one model group and asign this group to the 28 desired vehicles. This way the group you doesn't want to modify is not going to be changed
