For the Ultimate control, you could look into a Mobile Device Management (MDM) system, which may be an option if the devices are not personal ones. An MDM will let you control what apps run and when, plus allow you more control over the administrative elements as well.  E2CC and Oasis are two full service options available in the Geotab Marketplace.

If a vehicle has a phone paired to it via bluetooth, can the GO Device track when a phone call is made/received or if they're using apps to stream video/music?

As above - be sure to use the archive option and not a permanent delete which can lead to missing data on hos logs.

When a driver leaves the company, how do we delete him from MyGeotab while still preserving their HOS logs?

Depending on the style of sleeper split (there are Property, Passenger, and Canadian styles), the system supports them all (where applicable in the Ruleset Matrix).  for Example, on a Property style, 8hrs in the Sleeper will freeze the workday clock regardless of completing the split. So when a driver completes the 8th hour, the 8hrs of elapsed sleeper time, that had been removed from the workday will be added back, as the 8hrs in SB don't count anymore.  Then, if the driver completes the 2hr part of the split, the workday 'start' will shift to the END of the 8hr SB portion. The 2hr part IS counted for the purposes of the workday clock.  You can also complete the split with the 'small' part first, and then the 8hr part. The difference is the workday clock doesn't stop during it. The key to splits is it is not usually advantageous to start either part near the end of the workday, since you would just have to complete the split quickly after coming out of whatever part you started with.  With actual clock times it could look like this (assuming maximum workdays): 12AM - start shift after 10hrs off8AM - 10AM - 2hrs OFF (complete the small part)2PM - 14hr clock runs out2PM - 10PM - Sleeper Berth (complete the big part) @ 10PM, the workday start shifts from 12AM -&gt; 10AM (the end of the small part), and the driver would have 10hrs of workday left (starting with 14 @10AM, and they used 4hrs between 10AM and 2PM). To keep the split going, the driver would need to complete the 'small' part, somewhere before 8AM the next day.  Hope that helps
