Is there a way to apply a rule to all vehicles and exclude 1 group from the rule. I don't want to have to create 2 new groups and apply a group to the included vehicles and apply the other group to the excluded vehicles.

I think the easiest way is to create a group and link units and the rule you want to apply, it's not necessary to create two groups
